Sex is between the ears and not between the legs. Much against this belief, our government has raised uproar against the introduction of sex education in schools in various parts of the country. The government has taken this stand taking into consideration the moral values where as the NGO's like FACSE (Forum Against Child Sexual Exploitation) have expressed their discontent rather vehemently, and why not, they have statistics to support them. According to a recent survey by India Today group, 53% of children are sexually abused before the age of 13. The NGO argues that such startling figures stand testimony of the fact that there is a need of a channelized education system to educate the child about issues like sex. The handbook that has caused the uproar, endorses homosexuality, has vivid diagrams and talks about anal and oral sex. Sex education has been scrapped in both the CBSE and the state board schools.

“You are letting politicians, corporators who have never experienced sex education themselves to dictate that children should not receive it. This is absurd! Why are we doing this to children? Why are we holding back this information? Do we really believe that is children know that sex exists; they will all run out and have it? That’s a tremendously unfounded concern.” says Sonya Mehta, well known psychologist. Retaliating to this the government says that sex education is a part of growing up and one learns about sexuality naturally. Rather than educating the child, the government spokes person says, we should launch a mass awareness crusade for educating the parents, rather than intriguing the educators and the pupils though thronged mortification. Shajar Khan, president all India democratic students organization, however says, “Contents in this curriculum are outrageous, actually this will make our children perverts.”

'It is funny, that in a country where 53% of children of both genders are sexually abused, there is absolutely no law against child sex abuse, the convicts of the crime are tried against the law against rape, which is against outraging the modesty of a women (now how are male victims of Child sex abuse protected, I wonder)' alleged Harish Iyer a media professional and an activist for the cause of Sex Education. He adds 'We are taught nick names for our body parts, when an eye is an eye and a nose is a nose so is a penis, a penis and a vagina, a vagina, how many more victims is it going to take for us to introduce sex education. Parents are the ideal educators who need to tell children about the difference between good touch and bad touch, but in the society that we are this rather just said than followed, moreover, where does a child go when the perpetrator is the parent itself or someone close o the family'. Mr. PT Chacko(parent) on the other hand, is downright disgusted with the idea of educating kids of such a young age regarding sex. ”Ridiculous! Maybe, just maybe, you can try in an upper class, but not at all in the 6th class.”

But teachers definitely think other wise all throughout the country. Some schools in Chandigarh have gone ahead and made sex education a part of their regular curriculum. Where as Delhi has some schools having special seminars and workshops on topics like AIDS Awareness. “Let us be realistic, let us have a scientific temper, at the same time if any depiction or any wording in the module, if we find objectionable, we can always find always an alternative.” says M. A. Baby, education minister of Kerala, one of the states where sex education is banned.

“In our law system, rape of a male child or for that matter a man is not discussed at all. Section 375 talks about rape. But oral and anal rapes come under “molestation”. Another section which as caused uproar in the homosexual community is section 377. this section is used by lawyers around the country for cases of oral of anal rape[according to section 377, any kind of sexual activity which is un natural, e.g. anal/oral sex, is a crime. Consent is not an issue here.]The trials of children who are abused also come under this section. There are very few FIRs and even lesser convictions” says Ms. Saumya Uma, advocate at the High Court director of WRAG [WOMENS RESEARCH AND ACTION GROUP] and human rights and family law expert.

The above shocking facts make us wonder, that even if we successfully come up with a brilliant sex education program, and succeed even in educating the masses regarding the issues of child sexual abuse, are we really ready, from the constitutional and legal point of view to be ready to tackle it? In times like today, when there exist parents who think only girls can be abused and frivolous men think that having sex with a virgin child can cure any number of STDs, are we prepared to cater efficiently to a new generation of Indian citizens? Is our society ready for change?

This brings us to the real question that we need to ask ourselves is sex 'education' science or pornography. Guess when we understand the difference between this we would be much evolved in terms of not just a quality education system, but also a truly ethical and modern society.
